[Public WebGL] proposal draft for EXT_texture_filter_anisotropic

Adjusted the specifications (patch attached):
- EXT_texture_filter_anisotropic: added name aliases for the extension name
and added the EXT suffix to the enumerants.
- OES_element_index_uint: added name aliases for the extension name and
removed the enumerants from the IDL that are available in the core context.
- WEBGL_depth_texture: added name aliases for the extension name and
removed the enumerants from the IDL that are available in the core context.

Added a patch to the firefox implementation (
https://bugzilla.mozilla.org/show_bug.cgi?id=728354#c17):
- EXT suffix added to the enumerants
- Conformance test updated to use the new suffix and added multiple vendor
prefix recognition as well as the canonical extension name.

Cool, any word on the Angle Direct3D support for it (I still haven't gotten
around to setup a windows box)?
