[Public WebGL] offset and stride requirements on vertexAttribPointer

It'd be useful if you introduce new behaviors that don't exist in the
underlying specification, if you state which sections and text excerpts of
the underlying specification this new behavior derives its reason of
existence from. Proverbially, that's what a specification is.
