[Public WebGL] offset and stride requirements on vertexAttribPointer

I believe it is required for *all* WebGL specific behavioral changes to be
documented a tiny bit beyond "so there". It doesn't need to be much, just
refer to the underlying specification sections like you just did on the ML,
just in the specification.
