[Public WebGL] document all behavioral changes

I believe it to be important that WebGL documents at least briefly all
changes it introduces to WebGL which are not specified in the underlying

This can take the forms of:

   - A reference to the underlying specification
   - A text excerpt from the underlying specification
   - A reasoning such as performance caveats
   - A reasoning such as Direct3D incompatibilities
   - A reasoning such as widespread driver issues
