[Public WebGL] WEBGL_subscribe_uniform extension

While Owen's no longer working on this piece of functionality,
Artillery is still investigating its potential. It's been mentioned
that it may also be useful for WebVR scenarios in order to deliver the
head tracker's most up-to-date orientation directly to the end of the
graphics pipeline.

Our team is focused 100% right now on getting a WebGL 2.0 prototype in
the hands of developers, and we don't have the time to move this
extension forward right now. Nonetheless, since the idea may have some
value, let's leave it as a proposal for the time being.
