[Public WebGL] EXT_shader_texture_lod in WebGL2?

At this point, WebGL1 is in maintenance mode. With limited engineering
resources, instead of exposing ES3 features to WebGL1 as extensions, our
focus is to make WebGL2 great and then next generation of web graphics.
Chrome/Firefox will ship WebGL2 on desktop this month, and mobile should
follow shortly after. That should be the path forward.
